   Different cultures! In Germany a man that age would surely never sit/sleep like that on a tram! Only a younger person would; and chances are that that person would certainly not take off the shoes.

     People of all ages sleep everywhere, anywhere, in Japan. It is safe, and they are exhausted; plus it is completely socially acceptable, even in the workplace. And I suppose taking the shoes off is just second nature.
